Clarity of the wording of a provision. Its effect. It is impermissible to adopt anything contrary to it or to restrict it. - The decision suspending payment of the representation allowance prescribed for Kuwaiti employees holding one of the grades in the job group from the fourth grade to grade (A). Its application to employees appointed after its entry into force to the General Secretariat of the Council of Ministers and the Diwan of His Highness the Crown Prince and Prime Minister, whether appointment is at the lowest grades or by transfer from outside and appointment to one of the grades for which this allowance is prescribed, with its continued payment to those in service in one of these bodies at the time of its issuance, whether the employee held one of the positions for which the allowance is prescribed or was promoted to one of these positions after its issuance.
