English translation of the principle

Administrative decisions, whether regulatory or individual. As a general rule, they apply only to what occurs from the date of their issuance by the competent authority, and produce no effect in respect of what occurred before them. An administrative decision providing for its effect to extend into the past, particularly where inconsistent with the interests of the individuals concerned. Renders it defective for violation of the law and without effect as regards its retroactivity. The rule against retroactivity of administrative decisions is complemented by the rule requiring individuals to have knowledge of administrative decisions affecting their legal positions. The implication of this. An example.
