Repeal of legislation. May be express or implied. - Appointment to positions in the Department of Legal Advice and Legislation by a decision of the Supreme Council upon nomination by the Government's legal expert. Art. 10, Law 12 of 1960 regulating that Department. The issuance of Law 14 of 1977 and its provision in Art. 2 thereof that appointment to the Department is by decree, except for the lowest grades. Abrogation of the previous condition requiring nomination by the legal expert.
