The security deposit collected by the administrative authority from the party contracting with it. Its purpose. A guarantee for the administrative authority to protect it against errors committed by that contracting party when executing the administrative contract, and a guarantee of the contracting party’s solvency when facing liabilities resulting from its breach of the performance of the contract’s provisions. The administrative authority may confiscate the security deposit if the party contracting with it breaches its obligations, and the damage sustained by it is deducted therefrom.
