Registration pursuant to the provisions of Parts Three and Five of the Social Insurance Law is undertaken by the Public Institution for Social Security in accordance with the provisions and conditions of that Law. The Institution's role is limited to verifying that these conditions are satisfied in light of the facts and documents submitted by the persons concerned, without any discretionary power, and its decision in this regard is merely declaratory of the right that the insured person derives directly from the law. - The Institution's cancellation of a subscriber's registration under one part and registration under another part after it discovers that the conditions for registration under that part are satisfied.
