Kuwait Airways Corporation. A public corporation constituting a public-law person. This is not detracted from by its retention of its commercial method and its not being bound in that respect by the rules of government departments and services. - The provision of Article one of Decision 10 of 1991 that foreign employees of Kuwait Airways Corporation who were detained in Kuwait or Iraq by the Iraqi invasion authorities shall be paid the equivalent of their full salaries for the period of detention until the date of their departure or release, up to the end of December 1990, whichever of these dates is earlier. - The mere presence of the appellant in Kuwait after the invasion until his departure therefrom on 31/8/1990 does not in itself indicate that he was detained.
