English translation of the principle

The time limit for appeal is twenty days. It begins on the date the judgment is pronounced if rendered in the presence of the parties. This time limit is a matter of public policy. It may be invoked at any stage of the proceedings. Raising any plea concerning it for the first time before the Court of Cassation. Its condition: that it be based on facts established in the judgment’s text and not require an investigation into the merits. - The registry’s acceptance of the appeal petition submitted by the appellant after expiry of the statutory time limit, or an endorsement by the court’s technical office allowing the litigant to lodge an appeal after the time limit. Does not necessarily mean that the appeal has become procedurally admissible or that the court must accept the appellant’s excuse for exceeding the statutory time limit. - 522 - Criminal Procedures and Trials - The appellate court has the final say on whether or not the appeal satisfies its procedural requirements.
