English translation of the principle

The Social Insurance Institution. The requirement to submit a written claim to it and lodge a grievance against its decision concerning rights prescribed by the Social Insurance Law before bringing an action before the High Court of Appeal having original jurisdiction to hear it. Articles 107 and 109 of Law 61/1976. The enactment of Law 20/1981 and the conferral of jurisdiction on the Administrative Circuit of the Court of First Instance. Its repeal of the provision concerning the jurisdiction of the High Court of Appeal. - The silence of Law 20/1981 on reorganizing the disputes specified in Article 107, First, of Law 61/1976 differently from what is provided therein concerning a prior grievance as a condition for admissibility of the action. This restriction remains because its rationale remains.
