English translation of the principle

Service of statements of claim in administrative actions is effected at the premises of the Department of Legal Advice and Legislation, which is charged with appearing for the Government to defend it and signing statements of claim in such actions and appeals brought against judgments rendered therein. The provisions in this regard must be followed to the exclusion of other earlier provisions, which are considered repealed by those new provisions. The basis therefor. - The existence of special legislation. Its effect. No recourse is made to the provisions of the general law or any other law except in matters omitted by the special law. The reason therefor. - Signature of a petition for an appeal in cassation against a judgment rendered in an administrative action by a lawyer in the Legal Department of Kuwait Municipality rather than a member of the Department of Legal Advice and Legislation. Its effect. Nullity of the petition.
