Property that becomes public property merely upon its allocation for public benefit. Its nature. Property owned by the State and public legal persons. Other property belonging to individuals does not acquire the status of public property merely by being actually allocated for public benefit; rather, the State must first acquire its ownership by any of the prescribed methods of acquiring ownership. Otherwise, it remains the property of its owner until another acquires it by a method of acquiring ownership.
