Law 78 of 1986 amending Law 18 of 1969 concerning the delimitation of State property outside the planning boundary retaining the seven plots specified by item (c) of the first paragraph of Article One within their owners' private ownership whenever their ownership is established. Its extension of this rule to similar claims not covered by the plan. Its implication: equal treatment under the rule of these plots and other similar plots. Its effect: the owners of these lands may bring their actions seeking confirmation of ownership, and the impediment that prevented them from claiming their rights ceases. The commencement of the running of limitation must be calculated from the date of issuance of that law. The judgment's contravention thereof and its calculation of the commencement of limitation from the date the State took possession of the disputed land. An error requiring its cassation.
