English translation of the principle
Statutory interest is awarded from the time the obligation arises if the amount of the subject matter of the obligation is known at the time it arises. - The meaning of the amount of the subject matter of the obligation being known at the time it arises is that its determination rests on fixed bases leaving the judiciary no discretion in assessment. Interest accrues from the date of the final judgment if the amount claimed is subject to the judge's assessment.
