English translation of the principle

Subject-matter jurisdiction is, in principle, attributed to the Court of First Instance, not to its circuits. Assignment of particular actions to the various circuits of the court by a resolution of its general assembly. Merely an administrative allocation and not a matter of subject-matter jurisdiction. - The jurisdiction of one of the court's circuits to hear particular matters pursuant to a special statutory provision. Does not preclude its jurisdiction to hear other matters falling within the court's subject-matter jurisdiction. Example concerning the Personal Status Circuit.
