The general rule for service is delivery to the person himself, at his domicile, or at his workplace. The place being neither the domicile nor the workplace of the person to be served. Its consequence. The process server must refrain from leaving a copy with any of those specified by law. Its implication. Delivery of a copy of the service document to the administrative authority. Its completion. After ascertaining that the process server has proceeded to the domicile in which the person himself resides.
