All land within the planning boundaries of the Fifth Ring Road and the village of Jahra. The general rule is that it is private property. The exception. That which is proven to be owned by the State. - Individuals may establish evidence of their ownership without being bound by what is stated in Law No. 5/75. - Claims of ownership against individuals within the planning boundary fall outside the scope of application of Law No. 18/1969.
