English translation of the principle

Examination of the rationale and reasons for legislation. Has no place unless the text is ambiguous. - Decree-Law 35/1978 concerning the lease of real property. Contains provisions exceptional to the general provisions of the Civil Procedure Law, including permitting parties to appear in person or through persons authorised by them by an official or notarised instrument. No requirement that the agent be a lawyer. The reason: consideration for the nature of those actions and reduction of owners’ expenses. Its effect. Submission of statements of claim in rental actions without requiring a lawyer’s signature upon them. - The Legal Profession Law’s requirement that a lawyer sign statements of claim. Inapplicable to rental actions. The reason: the Rental Law is a special law to which the Legal Profession Law has no application. Article 25/1 of Decree 35/1978, as amended by Law 33/2003. Example.
