Rule: The import of Schedule No. 13 concerning the conditions and specifications for agricultural areas and livestock development areas, annexed to Ministerial Decision No. 206 of 2009 concerning the Regulation of Construction Works, is that areas for breeding racehorses and racing camels shall not be supplied with electricity until a letter from the Public Authority for Youth and Sports approving this is produced, considering that clubs, including the Equestrian Club, have become subject to its supervision after it replaced the Ministry of Social Affairs and Labour in this respect pursuant to Article Seven of Decree-Law No. 43 of 1992 establishing it. This confers standing on the aforementioned Authority, rendering the ground of challenge concerning its lack of standing in the action unfounded.
