Kuwait Court of Cassation principle number 642

The State's purchase of certain debts stipulated in Laws 32/92 and 41/93 results in the State taking the creditor's place with regard to collecting the assigned right against the debtor pursuant to the provisions governing assignment of rights and without conflicting with those provisions. It may, represented by the Central Bank, compensate any unit in the banking and financial system for undertaking administration of the indebtedness on its behalf.
