English translation
1 - The new law shall apply to everything occurring from the date it comes into force, unless otherwise provided. 2 - Nevertheless, the effects of dispositions shall remain subject to the law under whose authority they were concluded, unless the provisions of the new law relate to public order, in which case they shall apply to the effects arising after its entry into force.

١ - يسري القانون الجديد على كل ما يقع من تاريخ العمل به، ما لم ينص على
خلافه.
٢ - ومع ذلك تبقى آثار التصرفات خاضعة للقانون الذي أبرمت تحت سلطانه،
ما لم تكن أحكام القانون الجديد متعلقة بالنظام العام فتسري على ما يترتب منها
