English translation
A department or position existing under a legal system in force may not be abolished, nor may an existing law be amended, by cancelling or amending appropriations entered in the budget. If the Assembly wishes to abolish the department or position or amend an existing law, a separate bill to that effect must be submitted.

لا يجوز إلغاء دائرة أو وظيفة قائمة بموجب نظام قانوني معمول به أو تعديل قانون
قائم، بإلغاء أو تعديل الاعتمادات المدونة في الميزانية، فإذا شاء المجلس إلغاء الدائرة
