English translation
Any member who has an opinion or amendment concerning a matter referred to a committee of which he is not a member may send it in writing to the committee chairman for presentation to the committee. The committee may permit him to attend the meeting it designates to explain his point of view, without participating in the vote.

يجوز لكل عضو بدا له رأي أو تعديل في موضوع محال إلى لجنة ليس عضوا فيها أن
يبعث به كتابةً إلى رئيس اللجنة لعرضه عليها وللجنة أن تأذن له في حضور الجلسة
