English translation
The Secretary shall record requests for the floor in the order in which they are submitted. Ministers and rapporteurs shall not be bound by this order, and shall always have the right to be heard during the debate whenever they so request. A request for the floor on a matter referred to a committee shall not be accepted until its report has been submitted.

يقيد أمين السر طلبات الكلام بحسب ترتيب تقديمها ولا يتقيد الوزراء والمقررون
بهذا الترتيب، فلهم الحق دائما في أن تسمع أقوالهم أثناء المناقشة كلما طلبوا ذلك.
