English translation
The Speaker shall give the floor first to members whose names were registered with the Assembly's General Secretariat before the sitting, then to members who request the floor during the sitting, all in the order of requests. Where opinions diverge, the Speaker shall allow one supporter to speak, then one person requesting an amendment, then one opponent, and so on alternately in the order of each group. Any person requesting the floor may yield his turn to another, whereupon he shall take the other's place in his turn, without prejudice to the preceding paragraph.

يعطي الرئيس الكلام أولاً للأعضاء المقيدة أسماؤهم في الأمانة العامة للمجلس
قبل الجلسة ثم الأعضاء الذين يطلبون الكلام أثناء الجلسة وذلك كله بحسب
ترتيب الطلبات.
وعند تشعب الآراء يأذن الرئيس بالكلام لأحد المؤيدين، ثم لأحد طالبي التعديل،
ثم لأحد المعارضين وهكذا بالتناوب حسب ترتيب كل فريق، ولكل من طالبي
الكلام أن يتنازل عن دوره لغيره وعندئذ يحل محله في دوره، وذلك مع عدم الإخلال
