English translation
If a person to whom an order to appear has been issued fails to appear at the specified time, an order for his arrest may be issued, whether he is an accused person, a complainant, or a witness. The investigator may request the competent court to sentence him, for failing to appear, to the penalty for refusal to testify if he is a witness.

إذا تخلف من صدر له امر بالحضور عن الحضور في الموعد المحدد، جاز اصدار
الامر بالقبض عليه، سواء كان متهما او شاكيا او شاهدا. ويجوز للمحقق ان يطلب
من المحكمة المختصة ان تحكم بمعاقبته عن التخلف عن الحضور بعقوبة الامتناع
