Article 23 of Code of Criminal Procedure and Trials

Preventive measures are orders established by law to prevent crimes from occurring before they are committed, issued by the courts in accordance with the rules set forth in the following articles. These orders are intended to draw a particular person's attention to the doubts surrounding his conduct and the suspicions arising against him, to warn him against continuing his suspicious conduct, and to call upon him to change his conduct and undertake not to violate the law. Violation of these orders entails an aggravated penalty for the commission of any crime occurring within the period specified for the measure. These measures are not considered criminal penalties, and the person against whom they are taken is considered neither a criminal nor an accused person. He may not be subjected to any exceptional treatment other than that provided for in these measures.
