Article 58 of Code of Criminal Procedure and Trials

A private individual has the right to arrest the accused in the following cases: - First: If an order or assignment to do so has been issued to him by judicial officers or investigating officers in accordance with Article 13. Second: If the accused is a fugitive whose arrest and production are sought through announcement and publication in accordance with the rules prescribed in this regard. Third: If the accused has been lawfully arrested but has escaped, he may rearrest him. Fourth: If the accused is apprehended in flagrante delicto.
