Article 55 of Code of Criminal Procedure and Trials

In crimes other than the foregoing, police officers may arrest without an order a person accused of committing a misdemeanour punishable by imprisonment, if this accusation is supported by serious evidence and one of the following circumstances applies to the accused: First: If he has no known place of residence, or has no lawful means of earning a living. Second: If it becomes apparent that he is taking precautions to conceal his presence, or there are strong indications that he is attempting to flee.
