Article 23 of Law on the General Department of Investigations

A department for the technical inspection of the work of members of the General Department of Investigations shall be established and shall be composed of a public prosecutor a number of and heads of investigation. A technical inspection of a member whose grade is below that of public prosecutor shall be conducted at least once every year. The competence assessment shall include the opinion of the department member's immediate superior, and competence shall be assessed according to one of the following grades: Competent - Above Average - Average - Below Average. The member shall be notified by a copy of the inspection report if the assessment is Below Average, and he shall have the right to lodge a grievance against it with the Director-General of the General Department of Investigations within fifteen days from the date of his notification. The Director-General shall decide the grievance, and his decision shall be final.
