Article 1 of Disability Law

In applying the provisions of this Law, the following shall mean: 1- Person with a disability: Anyone suffering from permanent total or partial impairments that result in a deficiency in physical, mental, or sensory capabilities that may prevent that person from securing the necessities of life for work or from participating fully and effectively in society on an equal basis with others. 2- Competent Technical Committee: The body whose formation and powers are specified by a decision of the Authority and which includes a team of specialists in the field of disability. - Communication: Languages, display of text, Braille, tactile communication, large print, accessible multimedia, and augmentative and alternative methods, means, and formats of communication, written, visual, and auditory, including information technology. - Language: Spoken language, sign language, symbols, and other forms of non-verbal languages. e- Necessary accommodations: The necessary and appropriate modifications and arrangements needed in a particular case to ensure that persons with disabilities enjoy and exercise all human rights and fundamental freedoms on an equal basis with others. 6- Universal design: The design of buildings, establishments, public facilities, and private establishments for public use, as well as products, programs, and services, in a manner suitable for use by persons with disabilities. - Habilitation: Preparing a person with a disability to develop his capabilities through direct medical treatment, physiotherapy, provision of prosthetic devices, education, vocational training, and psychological and social habilitation appropriate to his capabilities. - Rehabilitation: Preparing a person to regain the ability and capacity to readapt to society after acquiring a disability. - Authority: The Public Authority for Disability Affairs. 10- Supreme Council: The Supreme Council of the Public Authority for Disability Affairs. Law Index 867 Home Page Disability Law Law No. 8 of 2010 concerning the Rights of Persons with Disabilities 11- Board of Directors: The Board of Directors of the Public Authority for Disability Affairs. 12- President: The President of the Supreme Council of the Public Authority for Disability Affairs. 13- Director General: The Director General of the Public Authority for Disability Affairs. 14- Supervisor: The employee responsible for supervising the extent of compliance by entities and individuals in providing services and necessities for persons with disabilities. 15- Disability card: An official document issued by the Public Authority for Disability Affairs establishing that its holder has a disability, on the basis of a disability certificate issued by the competent Technical Committee, and specifying the type and degree of disability.
