No public employee or person entrusted with a public service may intercede in any form with any entity concerned with the affairs of persons with disabilities on behalf of any party, whether by order, request, plea, or recommendation. In this case, those entities must notify the Authority and the entity to which the aforementioned employee or entrusted person belongs, so that legal proceedings may be taken against him. Commencement of the procedures relating to a disabled person's transaction may not be accepted except through him, his guardian, his first-degree relative, or a person holding an official power of attorney from him.

لا يجوز لأي موظف عام أو أي شخص مكلف بخدمة عامة التوسط بأي شكل من
الأشكال لدى إحدى الجهات المعنية بشؤون ذوي الإعاقة لأي طرف من الأطراف
سواء بطريق الأمر، أو الطلب، أو الرجاء، أو التوصية ويجب على تلك الجهات في
هذه الحالة إخطار الهيئة والجهة التي يتبعها الموظف أو المكلف المشار إليه لاتخاذ
الإجراءات القانونية بحقه.
ولا يجوز أن يقبل البدء بالإجراءات الخاصة بمعاملة المعاق إلا عن طريقه أو ولي
