Subject to the provisions of any other law, anyone wishing to establish or operate any of the electronic media sites or outlets mentioned in the preceding Article must obtain a licence from the Ministry. The licence shall have a term of ten years, renewable upon the licensee's request and the Ministry's approval.

مع مراعاة أحكام أي قانون آخر، على من يرغب في إنشاء أو تشغيل أي من المواقع
أو الوسائل الإعلامية الإلكترونية المذكورة في المادة السابقة الحصول على ترخيص
من الوزارة، وتكون مدة الترخيص عشر سنوات قابلة للتجديد بناء على طلب
