The licence applicant shall appoint a responsible manager who shall represent the applicant before the Ministry and other governmental authorities or third parties in respect of the website or electronic media outlet, and who shall be responsible for the content published on either, whether originating from him or from third parties. The responsible manager shall meet the following requirements: 1- He shall be a Kuwaiti national, not less than 21 years of age, and have full legal capacity. 2- He shall hold at least a general secondary school certificate or its equivalent. 3- He shall be of good conduct and good reputation and shall not previously have been sentenced to a penalty for a felony or an offence involving dishonour or breach of trust, unless he has been rehabilitated. 4- He shall not be the manager of another licensed website or electronic media outlet. If the licence applicant is a natural person or a single-person company, the applicant may himself be the responsible manager of the website or outlet if he meets the foregoing requirements.

على طالب الترخيص تعيين مدير مسؤول يكون ممثلاً له أمام الوزارة والجهات
الحكومية الأخرى أو الغير عن الموقع أو الوسيلة الإعلامية الإلكترونية، ويكون
مسؤولاً عن المحتوى المنشور فيهما، سواء كان صادرًا منه أو من الغير، ويشترط
في المدير المسؤول ما يلي:
1- أن يكون كويتي الجنسية، لا يقل عمره عن 21 عامًا، كامل الأهلية.
2- أن يكون حاصلاً على شهادة الثانوية العامة أو ما يعادلها على الأقل.
3- أن يكون حسن السيرة محمود السمعة ولم يسبق الحكم عليه بعقوبة جناية أو جريمة
مخلة بالشرف أو الأمانة ما لم يكن قد رد إليه اعتباره.
4- ألا يكون مديرًا لموقع أو وسيلة إعلامية إلكترونية أخرى مرخصة.
وإذا كان طالب الترخيص شخصًا طبيعيًا أو شركة من شركات الشخص الواحد
فيجوز أن يكون هو المدير المسئول عن الموقع أو الوسيلة إذا توافرت فيه الشروط
