Article 3 of Audiovisual Media Law

The application for a broadcasting licence shall be submitted to the Ministry on the form prepared for that purpose. The licence applicant must satisfy the following: 1 - It must be a Kuwaiti company or sole proprietorship whose objects include establishing and operating visual and audio satellite channels, or working in the fields of publicity, advertising, artistic production, or media in general. The capital of the applicant company or sole proprietorship must not be less than five hundred thousand dinars if the licence is for a visual channel, and must not be less than two hundred thousand dinars if the licence sought is for an audio-only channel. The licence applicant or the partners in the company must satisfy the following: a. Be a Kuwaiti national, not less than thirty years of age, and have full legal capacity. b. Be of commendable conduct and good reputation, and not have had a final judgment rendered against him for a felony or a misdemeanour involving dishonour or breach of trust, unless he has been rehabilitated. In joint-stock companies, the preceding conditions must be met by the members of the board of directors. 2 - It must satisfy all the administrative, financial, and technical conditions set out in the form attached to the licence, with all supporting documents. The Executive Regulations of this Law shall specify the procedures necessary for issuing a broadcasting licence.
