The licence applicant must appoint a general manager for the channel as its legal representative before the Ministry and other governmental entities or third parties, who shall be responsible for managing and operating the channel and for the materials, programmes or news that it broadcasts. The channel manager must satisfy the following conditions: 1- Be a Kuwaiti national, not less than thirty years of age, and possess full legal capacity. 2- Be of commendable conduct and good reputation, and not have had a final judgment rendered against him for a felony or a misdemeanour involving dishonour or breach of trust, unless he has been rehabilitated. 3- Hold a university degree or its equivalent and have experience in the media field of not less than five years. 4- Be devoted exclusively to his work.

على طالب الترخيص تعيين مدير عام للقناة كممثل قانوني لها أمام الوزارة والجهات
الحكومية الأخرى أو الغير ويكون مسؤولاً عن إدارة القناة وتشغيلها والمواد أو
البرامج أو الأخبار التي تقوم ببثها، ويشترط في مدير القناة ما يلي:
١- أن يكون كويتي الجنسية لا يقل عمره عن ثلاثين سنة وكامل الأهلية.
-٢ أن يكون محمود السيرة حسن السمعة، ولم يصدر ضده حكم نهائي في جناية
أو جنحة من الجنح المخلة بالشرف أو الأمانة ما لم يكن قد رد إليه اعتباره.
-٣ أن يكون حاصلاً على شهادة جامعية أو ما يعادلها ولديه خبرة في مجال الإعلام
لا تقل عن خمس سنوات.
