English translation
The broadcasting licensee must submit to the Ministry, within three months from the date on which he is notified of approval, proof that he has deposited with the Ministry's treasury a financial security in the amount of one hundred thousand Kuwaiti dinars. In lieu of the financial security, he may submit a bank guarantee addressed to the Ministry, free of any restriction. The Ministry shall have the right to draw on the security or the value of the guarantee to discharge any obligations or financial fines due that are imposed on the licensee or the channel director pursuant to this Law. The licensee must make good any shortfall in the security or guarantee within two months from the date on which the Ministry notifies him thereof.

يجب على المرخص له بالبث أن يقدم إلى الوزارة خلال ثلاثة أشهر من تاريخ إخطاره
بالموافقة ما يفيد إيداعه خزانة الوزارة كفالة مالية مقدارها مائة ألف دينار كويتي،
ويجوز أن يقدم بدلاً من الكفالة المالية ضمانًا مصرفيًا موجها إلى الوزارة مطلقاً من
أي قيد وللوزارة الحق في صرف الكفالة أو قيمة الضمان للوفاء بما يلزم به المرخص
له أو مدير القناة من التزامات أو غرامات مالية مستحقة بناءً على هذا القانون.
وعلى المرخص له استكمال ما يرد على الكفالة أو الضمان من نقص خلال شهرين
