English translation
Discounting is a contract under which the bank advances to the holder of a commercial paper or any other negotiable instrument that has not matured the value stated in the instrument, less interest and commission, in exchange for transfer of ownership of the instrument to it, with the beneficiary being obliged to repay the value to the bank if the original debtor does not pay it.

الخصم عقد يعجل البنك بمقتضاه إلى حامل ورقة تجارية أو أي صـك آخر قابل
للتداول لم يحل أجل استحقاقه القيمة الثابتة بالصك مخصومًا منها الفائدة والعمولة،
مقابل انتقال ملكية الصك إليه ، مع التزام المستفيد برد القيمة إلى البنك إذا لم يدفعها
