Article 474 of Commercial Code

1 - Refusal to accept or pay a bill of exchange shall be established in a protest for non-acceptance or non-payment, drawn up by the enforcement officer. 2 - The protest shall contain a verbatim copy of the bill of exchange and of the expressions of acceptance and endorsement recorded on it, and the demand for payment of the value of the bill of exchange. It shall state the presence or absence of the person obliged to accept or pay, and the reasons for refusal to accept or pay. - The enforcement officer charged with making the protest shall leave a copy thereof with the person against whom it is drawn up. - The enforcement officer shall record the protest papers in their entirety day by day, observing chronological order, in a special register with numbered pages and duly endorsed. Entries in the said register shall be made in the manner followed in index registers. h - During the first ten days of each month, the enforcement officer shall send to the Commercial Register Office a list of the protests for non-payment that he drew up during the preceding month concerning accepted bills of exchange and promissory notes. 6 - The Commercial Register Office shall keep a book for recording these protests, and any person may inspect them upon payment of the prescribed fees. The Office shall prepare a bulletin containing these protests.
