Article 90 of Kuwaiti Penal Code

If release is not revoked before the expiry of the first period during which the convicted person was released, or before the expiry of the second period, the release shall become final. Article 91 (1) The Public Prosecutor shall have competence to issue the release order upon a request from the Minister of Interior or his delegate, following a recommendation by a committee formed by a decision of the Minister of Interior, whose membership shall include representatives of the Public Prosecution and the Ministry of Interior. It shall have competence to examine release applications and ascertain that the convicted person's conduct during the period he spent in prison inspires confidence in his reform, and that his release does not constitute a danger to security.
