Article 91 of Kuwaiti Penal Code

The Public Prosecutor shall have competence to issue the release order upon a request from the Minister of Interior or his delegate, following a recommendation by a committee formed by a decision of the Minister of Interior, whose membership includes representatives of the Public Prosecution and the Ministry of Interior. The committee shall be responsible for examining release applications and ensuring that the convicted person's conduct during the period spent in prison inspires confidence in their self-reformation and that their release poses no danger to security. Release shall be revoked by a decision of the Public Prosecutor, upon a request from the Minister of Interior or his delegate, following a recommendation by the committee referred to in the preceding paragraph.
