English translation
If the action is between a creditor and his debtor concerning an attachment or an ancillary right in rem, its value shall be assessed at the value of the debt or the value of the property subject to the attachment or right in rem, whichever is less. An action brought by a third party claiming entitlement to that property shall be assessed by reference to its value.

إذا كانت الدعوى بين دائن ومدينه بشأن حجز أو حق عيني تبعي تقدر قيمتهـا
بقيمة الدين أو بقيمة المال محل الحجز أو الحق العيني أيهما أقل، أما الدعوى المقامة
