Article 20 of Traffic Law

Schools or offices for teaching the driving of vehicles and motorcycles may not be established or operated without obtaining a licence from the General Traffic Department. No one may engage in teaching others to drive cars without obtaining a licence for that purpose from the General Traffic Department. The Minister of Interior or his delegate may grant an exception to this provision in cases of instruction conducted by military authorities and governmental bodies. The Executive Regulations shall specify the conditions and procedures for each of the two licences mentioned in the preceding two paragraphs, their duration, renewal and fees. They shall also prescribe instruction systems and establish their programmes and the work and examination systems at the aforementioned schools or offices, and shall also set out the rules for supervision of the aforementioned schools, offices and instructors and the cases in which a licence may be temporarily withdrawn or permanently revoked. Schools, offices and persons engaged in instruction and who hold thereby at the time this Law comes into effect shall be permitted to continue practising their work for a maximum period of three months, provided that they apply during that period to obtain new licences in accordance with its provisions; otherwise, their licences shall be deemed revoked.
