Article 43 of Traffic Law

The conditions and rules for impounding vehicles of all types, their safekeeping, and the costs and expenses of impoundment, as well as the conditions for their sale if they are not collected or if the costs or expenses due in respect of them are not paid, shall be determined by a decision of the Minister of Interior. By a decision of the Minister of Interior, the towing or lifting of a vehicle and its transport to the place designated for impoundment may be assigned to entities outside the Ministry. He may also agree with these entities to allocate a place for impounding vehicles and their safekeeping, all against costs payable by the vehicle owner. The Executive Regulations shall determine the method and conditions for assignment to these entities and the procedures consequent upon violation thereof. They shall also specify the amount of the costs prescribed in consideration of these entities performing the work assigned to them, and the rules for collecting those costs and paying them to those entities. He may also, by a decision, regulate the mechanism for home impoundment of vehicles in their owners’ custody in accordance with the latest modern technological means. )1(
