Article 2 of Press and Publications Law

In applying the provisions of this Law, the following terms shall have the meaning indicated opposite each: Publication: Every writing, drawing, image or statement, whether unaccompanied or accompanied by music or other means of expression, whenever recorded on a medium by traditional means or any other means, or stored in storage, magnetic or electronic media or other repositories, intended for circulation for consideration or without consideration. Printer: A natural or legal person who, personally or through others, reproduces publications using machines or devices employed for that purpose. Newspaper: Every newspaper, magazine or other publication issued under one name periodically at regular or irregular intervals, even if merely a translation or reproduction of other publications. Editor-in-chief: The person responsible for and exercising actual supervision over the newspaper and its contents pursuant to an assignment by the person licensed to issue it. Deputy editor-in-chief: A person meeting the conditions for editor-in-chief who is responsible for and exercises actual supervision over the newspaper and its contents in the editor-in-chief's absence. Publisher: A natural or legal person undertaking the task of preparing a publication for publishing and producing it, or undertaking its distribution and circulation. Circulation: Selling a publication, offering it for sale or distribution, or affixing it to any support such as shopfronts, walls or others, making it in any manner accessible to a number of persons, whether for consideration or without consideration. Writer: Anyone who writes in the newspaper regularly or irregularly. Editor: Any journalist working professionally in editing the newspaper, whether a correspondent, news analyst, investigative reporter, translator, illustrator or photographer. Competent Minister: The Minister of Information. Competent Ministry: The Ministry of Information. Material published through websites or electronic media shall be deemed a publication.
