Article 3 of Press and Publications Law

Any person may establish or operate a printing press, or open premises for selling or renting publications, publishing, distribution or translation, or an advertising and publicity office, or an artistic production establishment in relation to this Law, after obtaining a licence therefor from the competent Ministry. The licence applicant must meet the following conditions: 1 - Be a Kuwaiti national with full legal capacity. - Be of good conduct and good reputation, and not previously have been convicted of an offence involving dishonour or breach of trust, unless rehabilitated. - Hold at least a general secondary school certificate or its equivalent, except for translation activities, for which the applicant must hold an appropriate university qualification or its equivalent. The competent Ministry may exempt from this condition anyone with sufficient experience in the field of activity for which the licence is sought. 4 - Own or operate a site suitable for the activity. If the licence applicant is a legal person, all founders or partners must be Kuwaitis, and the foregoing conditions must be met by the person managing the activity. The Executive Regulations of this Law shall specify the regulating issuance of these licences and the conduct by licensed printing presses and premises of their activities.
