Article 28 of Press and Publications Law

If incitement to overthrow the system of government in the country is published, and the incitement includes urging the change of that system by force or by unlawful means, or calling for the use of force to change the existing social and economic system in the country, or for the adoption of doctrines aimed at destroying the fundamental systems in Kuwait by unlawful means, the editor-in-chief and the author of the article shall be punished with the penalty prescribed in Article 29, first paragraph, of Law No. 31 of 1970 AD amending certain provisions of Penal Code No. 16 of 1960 AD.
