Article 2 of National Assembly Elections Law

The General Elections Commission shall be established and shall undertake the supervision of elections and the organisation of the electoral process in coordination with the governmental and non-governmental entities concerned with elections. It shall be attached to the Minister of Justice, and its chairman shall represent it before the courts and in its relations with others. The General Elections Commission shall consist of 5 Kuwaiti judges holding the grade of Deputy President at the Court of Cassation or the Court of Appeal, or the equivalent among members of the Public Prosecution, chaired by the most senior among them. A decree shall be issued appointing them to work at the Commission for a term of 4 years, renewable once. A decision of the Council of Ministers shall be issued specifying the Commission's headquarters and the remuneration of its members. Law Index 85 Home Page National Assembly Elections Law Law No. 120 of 2023 Concerning the Election of Members of the National Assembly The General Elections Commission shall have a General Secretariat consisting of a Secretary-General, 1 or more Assistant Secretaries, and a sufficient number of employees nominated by the Commission. A decision forming it and specifying its functions and its financial and administrative regulations shall be issued by the chairman of the Commission after the approval of its members. The chairman of the Commission shall have the powers vested in the Minister of Finance concerning the use of the financial appropriations allocated in the Commission's budget. The Commission may exercise the powers prescribed for the Civil Service Bureau concerning the organisation of its work and the affairs of its employees. The Commission's financial appropriations shall be included in the budget of the Ministry of Justice.
