Article 3 of National Assembly Elections Law

The General Elections Commission shall be responsible for the following: 1. Preparing electoral rolls and updating entries in accordance with what the Public Authority for Civil Information supplies to it in implementation of this Law. 2. Developing a general plan for the electoral process and preparing for it at all its stages, in coordination with the competent authorities. . Receiving and examining candidacy applications and excluding anyone who does not meet the conditions required by the Constitution and the law. 4. Establishing the rules regulating electoral publicity, campaigns, expenditure and funding sources, the maximum amount of funding and expenditure, and the rules for distributing available broadcasting time in audiovisual media on the basis of equality and taking into account the following: a - Not infringing the sanctity of the private lives of any candidates or voters. b - Commitment to preserving national unity. c - Not using violence or threatening its use. e. Establishing the rules regulating the participation of Kuwaiti and international civil society organizations concerned with following and monitoring elections. 6. Determining the premises of the main, primary and subsidiary election committees formed pursuant to this Law. . Determining counting centres, their premises and those in charge of them, and assigning members. . Supervising the proper application of election procedures under this Law and verifying that all parties to the electoral process comply, at all its stages, with standards of integrity, transparency and impartiality. .. Giving opinions on problems encountered in the electoral process submitted to it by electoral committees. 10. Receiving and examining complaints from voters, candidates and organizations invited to participate concerning irregularities affecting the electoral process, eliminating their causes and notifying the Public Prosecution of any suspicion of an offence they involve. 11. Announcing the detailed final election result based on the counting records received from committee chairpersons concerning all candidates, within ten days, to everyone. 12. Preparing a final report on the conduct of the electoral process, including appropriate proposals Law Index 86 Home Page National Assembly Elections Law Law No. 120 of 2023 concerning the Election of Members of the National Assembly for its development, and submitting a copy to the Speaker of the National Assembly, the Minister of Justice and the President of the Supreme Judicial Council. 13. Establishing rules concerning the conduct of opinion polls, questionnaires and measurement of electoral public opinion, and issuing the necessary permits therefor.
