English translation
The following shall be punished by imprisonment for a term not exceeding six months and a fine not exceeding three thousand Kuwaiti dinars, or by either of these two penalties: First: Anyone who deliberately enters a name on an electoral roll or omits to enter a name contrary to the provisions of this Law. Second: Anyone who secures the entry of his name or another person's name without the required conditions being met, knowing this, and likewise anyone who, in the foregoing manner, secures the non-entry or deletion of another person's name. Third: Anyone who prints or publishes papers promoting the election without the publication including the publisher's name. Fourth: Anyone who casts his vote in the election knowing that his name was entered on the roll without entitlement, that he has lost the qualifications required to exercise the right, or that his right is suspended. Fifth: Anyone who deliberately casts a vote in another person's name. Sixth: Anyone who exercises his right more than once in the same election. Seventh: Anyone who discloses the secrecy of an elector's vote without his consent. Eighth: Anyone who enters the hall designated for the election without entitlement and fails to leave when the committee orders him to do so. Ninth: Anyone who insults a member of the General Electoral Commission, an employee of its General Secretariat, or a member of the electoral committees. Tenth: Anyone who contravenes the time limit stipulated in Article (27) of this Law. Eleventh: Anyone who contravenes the rules governing publicity stipulated in Article (3) of this Law. يعاقب بالحبس مدة لا تزيد على ستة أشهر وبغرامة لا تجاوز ثلاثة آلاف دينار
كويتي أو بإحدى هاتين العقوبتين:
أولا : كل من تعمد إدراج اسم في جدول الانتخاب أو إهمال إدراج اسم على
خلاف أحكام هذا القانون.
ثانيا : كل من توصل إلى إدراج اسمه أو اسم غيره دون توافر الشروط المطلوبة
وهو يعلم ذلك، وكذلك كل من توصل على الوجه المتقدم إلى عدم إدراج اسم
آخر أو حذفه.
ثالثا: كل من طبع أو نشر أوراقاً لترويج الانتخاب دون أن تشمل النشرة على
اسم الناشر .
رابعا: كل من أبدى رأيه في الانتخاب وهو يعلم أن اسمه أدرج في الجدول بغير
حق أو أنه فقد الصفات المطلوبة لاستعمال الحق أو أن حقه موقوف.
خامسا : كل من تعمد إبداء رأي باسم غيره.
سادسا : كل من استعمل حقه في الانتخاب الواحد أكثر من مرة.
سابعا: كل من أفشى سر إعطاء ناخب لرأيه بدون رضاه.
ثامنا : كل من دخل القاعة المخصصة للانتخاب بلا حق ولم يخرج عنـد أمــر
اللجنة له بذلك.
تاسعا : كل من أهان أحد أعضاء المفوضية العامة للانتخابات، أو أحد موظفي
أمانتها العامة أو أحد أعضاء لجان الانتخاب.
عاشراً: كل من خالف الميعاد المنصوص عليه في المادة (۲۷) من هذا القانون.
حادي عشر : كل من خالف القواعد المنظمة للدعاية المنصوص عليها في المادة
(۳) من هذا القانون.
ثاني عشر : كل من قام بتصوير ما يثبت إعطاء صوته لمرشح معين.
ثالث عشر : كل من مارس نشاط استطلاعات الرأي والاستبيانات وقياس الرأي
العام الانتخابي دون الحصول على تصريح من المفوضية العامة للانتخابات، وكل
من أعلن نتائج استطلاع رأي أو استبيان أو قياس رأي عام انتخابي على خلاف
