Article 31 of Judicial Organisation Law

Inspection shall be conducted at least once every two years, and competence shall be assessed at one of the following grades: Competent / Above average / Average / Below average. The judge or member of the Public Prosecution must be informed of all observations or papers placed in his service file. He shall also be notified by a copy of the inspection report and shall have the right to lodge a grievance with the Supreme Judicial Council within fifteen days from the date of his notification. The Supreme Judicial Council shall decide the grievance after examining the papers and hearing the statements of the person lodging the grievance when appropriate. The Council's decision concerning the assessment of competence shall be final. The Inspection Department shall send a copy of the inspection report to the Minister of Justice and the Supreme Judicial Council immediately upon the report being placed in the personal file.
