Article 33 of Copyright and Related Rights Law

Any interested Kuwaiti natural or legal person may request the President of the Council, or his authorised representative, to grant him a non-exclusive licence, non-transferable to others, to reproduce or translate any published work without the permission of the right holder. Translation licences shall be granted for purposes of school or university education or research, whereas reproduction licences shall be granted only for use within school or university education. Such licences shall be granted in return for fair compensation to the right holder or his successor, assessed by the competent court. The licence shall be issued by a reasoned decision of the competent Minister specifying the temporal and territorial scope of use, in accordance with the Executive Regulations.
